Video-camera bib detection
This version adds optical bib observations alongside RFID. Use a recorded race video or an RTSP stream. FFmpeg decodes/samples frames; Tesseract reads numeric bib text. Install both command-line executables (ffmpeg and tesseract) on the camera-processing computer. No OpenCV/Python OCR packages are required. USB capture device names/flags and direct camera control are not included; use an RTSP stream or video recording for this version.
