Reload-loop fix
Before updating, close all old Golf Scorecard Kiosk launchers and their browser windows. The old version can repeatedly hand URLs to an already-running Chrome window. After applying this release, launch the kiosk once. A duplicate controller exits without restarting. The per-workstation OS lock is released automatically when its controller exits; the lock file need not be deleted. Private Hub settings, PIN and browser session are retained. Restart an intentionally closed browser by closing the controller and relaunching the kiosk. To see startup errors, run python3 kiosk_runner.py in a terminal.
